Project Engineer (Job Number: 199456W-01)
Working with leadership, technology, maintenance, operations, engineering and contract partners, the Project Team Leader is accountable to the site business unit for capital projects implementation and status reporting, and to site engineering team for the optimum utilization of design resources, compliance with all project systems and utilization of site and corporate work processes. In addition, the PTL is responsible for supplemental maintenance activities, contract administration and overall portfolio management.
Facilitate the minor capital projects planning process, led by Area Leadership, to generate a clearly defined and prioritized list of jobs to be implemented.
Ensure satisfactory basic data is provided in the Minor Project Request (MPR) form before releasing the job to the site design team for scheduling.
Reconcile business priorities with design resource availability and budget expectations to meet the business needs.
Lead routine meetings to report on overall minor capital projects status to area leadership. Include a concise review of the status of all minor projects and a summary of performance metrics (supplemental rate, cycle time, actual expenditures vs. budget, etc.) and lead follow-up efforts to address any system performance issues identified during the reviews.
Manage the minor project budget and forecasts capital and CAWC expenditures, in accordance with business engineering’s direction.
Participate in site-wide minor capital projects process improvement initiatives. Facilitate the overall process and address design issues that impede success.
Provide leadership, guidance, and priority to Designers for multiple businesses. Provide feedback to Contractor site management and site engineering leadership regarding effectiveness of site team personnel.
Responsible for the development and implementation of Project Quality Plans, including auditing work processes and deliverables for compliance, and for meeting agreed upon project quality requirements and expectations.
Site Contract Administration duties such as 1) Provide contract services for site wide needs. Includes establishing criteria for site bidders list, contract package preparation, bid evaluation, orientation, training, resources or field contract coordinators and contract closings. 2) Insure contracting activities are consistent with best practices. 3)Total contractor safety process of the site.
Lead or strongly influence the sourcing process of the site.
Provide cost effective contract strategies for field implementation of Capital Projects and COD's.
Responsibility will include contract safety, cost, schedule, and quality.
Network with Local Construction User Councils to continually benchmark organization.
Work with site management to ensure Construction forces do not go below agreed upon "core levels".
4 year B.S. in Engineering (Chemical or Mechanical preferred)
At least 5 years of experience leading capital projects greater than $500,000 and including experience leading capital projects greater than $25,000,00
Experience working with full service design contractors.
Knowledge of best-in-class capital work processes and KPI’s preferred
A deep understanding of capital project estimating processes preferred
Contract administration experience preferred
Experience with SAP/R3 PS, Documentum, SOX project reconciliation, MS Project, 3D Modeling Software and ICARUS a plus.
